PM Narendra Modi has informed States that hard lockdowns of the earlier kind are unlikely to be repeated. He asked them to prepare for Unlock 2, following the graded opening of economic activities under Unlock 1 since June 1. The study puts across assessments of when the virus will peak; analyses the administrative failures; the government trying to seek a balanced approach; the success of the low death rates and importantly, gaps in governance.
