Twenty-six foreign workers were apprehended at Pekharzhing (Pasakha), Phuentsholing on the evening of July 7, while trying to cross the international border into India.

“The foreign workers were transported from Thimphu to Phuentsholing in a truck and a DCM, without completing necessary formalities to return to their homes in India,” a press release from the Covid-19 Task Force stated.

As per preliminary investigation conducted by the RBP and the department of immigration, it is learned that a taxi driver, Kesang (aka Dragon) was the mastermind.

He along with the driver of a truck, Dorji Namgyel has been detained for further investigation. The driver of the DCM, Som Nath Kami, who was at large, has also been apprehended. “Relevant law enforcement agencies are carrying out further investigations and legal action shall be taken against the perpetrators in accordance with due process and the rule of law.”

Meanwhile, the press release emphasised that there are no restrictions imposed by the government for foreign nationals who wish to exit Bhutan.

However, Indian nationals are required to register and complete formalities with the Embassy of India for the entry into India and travel to their place of residence.

“All employers are urged to remain extra vigilant and ensure that foreign workers do not leave or abscond without completing formalities with the Embassy of India,” the press release further said.

“The employers of foreign workers are advised to report such cases to the Ministry of Labour and Human Resources.”
