    FARMER PROTESTS: TALKS BREAKDOWN

The Centre finally blinked proposing to suspend the implementation of the three contentious farm laws for up to one-and-a-half years and set up a committee to discuss the laws. With the 40 farmer unions rejecting the proposal and the government making it clear this is their ‘best’ proposal, talks have broken down. Farmers will continue their agitation until the three laws are repealed, and a legislation guaranteeing minimum support prices for all farmers is enacted. The study examines legislative options for  the Government; reasons for government’s climbdown that include the RSS factor, security considerations, probable negative political fallout etc; the basic problem when laws were passed without debate or informed discussion in parliament; implications of a ‘legal’ Minimum Support Price (MSP)
