    The Information Technology (Guidelines for Intermediaries and Digital Media Ethics Code) Rules 2021, announced recently,  have set off an acrimonious  debate among experts because at stake is the future of social and digital media in India and the manner in which they will either prosper or perish.  The new Rules will govern online content. They will cover a wide range of entities, including social media intermediaries, news media publishers, and online curated content platforms such as Netflix and Amazon Prime Video. The brief study examines controversies around the Rules - lack of an open consultative process; if  the new digital rules are bad for democracy given India’s history of internet shutdowns; whether they  endanger democracy.
