    In the face of criticism of the new Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, announced on February 25, the government has launched a staunch defence arguing that they establish a  progressive institutional mechanism for digital news publishers and OTT platforms. The study examines this as also the more intrusive ‘Cyber Crime Volunteers Programme’ that could be an ‘expanded horizon of surveillance’; the ‘chilling effect’ of criminal proceedings against em-ployees of companies like Netflix and Amazon Prime; arguing that blocking public opinion is ‘self defeat-ing’
